AFAC, Art Grant, Community Grant
During the first quarter of the year, the City of Garden City accepts applications for its Community Grant and Art Grant programs as well as applications for the Alcohol Fund Advisory Committee's (AFAC) use of Alcohol Tax Funds Program.
AFAC
The State of Kansas provides to cities and counties receipts generated from a special tax on liquor sales. A third of these receipts can be used for general government purposes, a third can be credited to parks and recreation and a third is devoted to alcohol and drug treatment or prevention. To manage the portion of the funds devoted to alcohol and drug treatment or prevention, the City of Garden City and Finney County empower an Alcohol Fund Advisory Committee (AFAC) to solicit applications and make recommendations for use of the local funds. AFAC distributes these funds in a manner that enables the group to monitor effectiveness. Applicants are expected to provide a strategic description of how requested funds will be used and provide documentation throughout the year as to success in fulfilling their commitment.
The funds will be split into two processes. The first process will be reviewed by staff and has a limit of $6,000 per request. The second process will be reviewed by the a subcommittee of the United Way Board and does not have a limit. Applicants may apply under both processes. The same application is used for both processes. Please note the application has changed from previous years and will be scored using the rubric linked below. The 2026 AFAC Grant Application is open now through February 6, 2026, and can be submitted electronically using the link below.
